is happening in northe virginia on roads. >> water main break at tysons corner. sarah simmons is live. >> reporter: it's a 20-inch water main break. this happened at about 3:00 this morning. the water is shut off. and you can see the massive crater left behind. this is 123 norbound between international drive and the beltway. at this point theyare still trying to figure out if the road is safe. they are hoping they can get one lane open on the northbound side, otherwise this will be a while. the road has buckled. they say it could be eight pl hours or maybe even all day or possibly more to get the road fixed and driveable once again. v-dot is telling us this was due to a construction crew overnight that was working here on a hot lane project and they were boring underneath the surface to install piping for the project and that is when the break occurred. now falls church water authority have been out here as well. they shut off the water and are saying there are a few outages and mostly in tysons corner. you might have water but at a low pressure. it will be a traffic nightmare. 123 s

the bill would allow district residents to buy guns and ammunition in maryland and virginia. the bill would also repeal registration requirements. there is a curious line in -- in the 19-page bill that seems to strip the district of columbia of its ability to make any laws related to gun control. we will talk about that tonight. also we are going to ask officials about that and ask about the possible political motivations behind the introduction of the bill right now. so that's a story we are working on. tonight we will have more at 11:00. >> lot going on there. thank you, craig. >>> former tooid d.c. council member jim graham pleaded not guilty to bribery charges today. ted losa is charged with taking cash and services in exchange for pushing laws farable to the taxi cabin industry. prosecutors say that he accepted more than $30,000 along with trips, limo rides, meals. graham denies any wrongdoing and says that he's cooperating with the authorities. law enforcement authorities told "the washington post" graham is not the target of their investigation. >>> welling the deal is done, folks. w

in west virginia, rescuers at the upper big branch mine are waiting to resume their mission. their effort is on hold tonight while crews vent dangerous air from the mine. four miners are trapped underground still. officials don't know if they are dead or alive. 25 miners died in monday's blast. two injured workers are in the hospital. steve handelsman is live in raleigh county with the latest for us. steve? >> reporter: hi, jim. thank you. it was a big setback. not that it matters much to the four miners. everybody here says they still believe that they still imagine that on monday as this explosion went off and killed 25 guys, it was a big explosion, these four guys who were shielded from the blast and used their training and they knew where these shelters were and think maybe three guys are in one-and-one guy is in another and if that's right, these guys would be okay. their shelters are strong. most importantly, they have air to breathe. since they are designed for more than a dozen guys, there's plenty of air for these guys to survive through the weekend. but the disappointment comes

. first, a different health care bill was signed last month. not at the white house, but in virginia. virginia governor mcdonnell signed into law that bars the federal government forcing virginians to buy health insurance. he on the record about his state's battle against the federal government. you also have been the attorney general so you knee job pretty well. did you consult with the attorney general when he made his decision to file suit? >> i did. he advised me he had been doing the legal research over the last couple of months about this claim. and we both believed that individual mandate passed by the united states congress is not authorized under the commerce clause of the united states constitution. and so we think it is not a proper act on the people of virginia. we passed a bill during the course of this last general assembly session that went into effect to weeks -- two weeks ago tonight says it is not permissible to force the citizens of virginia to purchase health insurance under penalty of law. we've got standing under that new end actment that i signed today. that's

miners in west virginia. officials determined that the mine's air is now safe enough to allow crews back in. jay gray has the latest from raleigh county, west virginia. >> reporter: for the third time since monday's explosion an anxious and determined group of rescue members made their way into the upper big branch mine sometime after midnight. >> we'll be in a position this evening or this morning to make a mad dash. >> reporter: carrying four extra oxygen masks the crew will push towards two reinforced safety chambers about five miles inside the mine. experts agree the only way four missing miners could have survived if they made to it these safe havens. >> i hope they will come out alive. >> reporter: as they pray for that miracle they must prepare for the reality of the lives that were lost. today recovery teams will begin the grim task of removing the miners of those who died in the blast. >> it will be a slow process. we got to respect the bodies. i don't have a time frame on it. we'll just try to do it as soon as possible. >> i believe families are relieved and knowing this proces

in virginia are warning parents about the attempted abduction of a young child. two brothers were walking home near lanise way in bristo yesterday evening when a man tried to snatch the 5-year-old. his older brother who is 9 pushed the boy away from the suspect and then ran for help. neither boy was injured. but police would like to hear from anybody who saw someone or something suspicious. >>> just a week after killing a bill to give the district voting rights because of a rider that weaknd the city's gun laws, they reacted to a stand alone bill during the same thing. the changes could affect the safety of those who work or live in the district. craig melvin joins us with more. craig? >> reporter: doreen, tomorrow marks the start of the next round of congress versus d.c. in a seemingly never ending battle over gun laws and who has the right to make them. this comes as a city still reels over the deaths of four teenagers killed in a drive by shooting not far from here. that was exactly four weeks ago tonight. on what the bill would mean, d.c.'s lone voice in congress is emphatic and clear. >>

ceremonies will be held across virginia today on the third anniversary of the virginia tech massacre. on april 16, 2007, a student opened fire on the blacksburg campus killing 32 people before turning the gun on himself. today at 9:30 a.m., governor bob mcdonald will lead a ceremony at the capitol. as part of the ceremony, the bell tower will ring 32 times in remembrance and honor of the victims. virginia tech has canceled all classes today. >>> on the same day as this anniversary, three virginia congressmen are urging their colleagues to sue closing the gun show loophole. the three are pushing the bill that would require private sellers to perform background check for buyers at gun shows. the families of the victims of the virginia tech tragedy are sue you porting the bill. >>> the pentagon is changing its policy on how privately owned guns can be handled at military installations in wake of year's deadly shooting at ft. hood. robert gates is ordering a new policy to cover all branches of the military. he wants an interim plan in place by june with a permanent policy implemented nex

handelsman is in naoma, west virginia, with more on the story. >> reporter: in raleigh county, west virginia, the sky is brightening and the rain is backing off. that might mean more than just a psychological boost for the folks here who are agonizing over the fate of four missing miners. high air pressure is good when this storm front moves through overnight and the barometric pressure dropped, officials here who are familiar with the phenomenon explained that lower pressure in the mine meant more toxic and importantly explosive methane gas and able to seep into the mine chambers from the surrounding rock and coal. too much methane in the mine men more drilling and more pumping as rescue teams feed a hasty retreat. >> setback. worst of our three options. from a rescue attempt. >> reporter: 32 rescuers had gotten the green light overnight and headed in miles to go. back on the surface, technicians were getting bad readings. near where four miners could be taking shelter the air had turned explosive. too much methane. officials worried about another blast like the one that killed 25 men monda

explosion in west virginia, let's get a life update now, good evening, molly. >> hi, jim. there are six dead, 21 unaccounted for at upper big branch mine in west virginia about 30 miles south of the capitol of charleston. the state mine director says it happened at 3:00 this afternoon. emergency rescue crews that are trained in mine rescues are rush together scene. this is an underground coal mine operated by performance coal company. operations started at upper big branch in 19946789 and last year, producinging 1.2 million tons of coal. the west virginia gazette newspaper says about 200 people work that mine. as far as accident history at upper big branch a miner killed in july, 2003 in an electrical accident and another in 2001 after falling from a roof top. but over all, massy energy which operates mines in west virginia, virginia and kentucky said it had its best year ever last year as far as coming to safety. and again, jim just headline now there are six dead, 21 unaccounted for at the upper big branch mine in west virginia after an explosion this afternoon. jim? >> thank you. and now,

search for four missing miners in west virginia. >> they are still holding out hope that the workers escaped the explosion and made it to an airtight chamber with extra oxygen and water. but the search continues this morning. let's get back to west virginia where will thomas has the latest for us. >> reporter: steve and allison, good morning. real progress this morning. about 4:55 a.m. rescuers reentered the mine to get to where the four miners are believed to be. they are advancing on a man trip and rail car and they will go 75% of the way. it is a five mile trek from the point of entry. some will be on foot. conditions will determine how quickly they can move forward. the 32 rescuers are using oxygen tanks but if the air quality becomes dangerous, meaning ideal for another explosion, they'll have to pull back or stop advancing. now this is a rescue effort so all of the rescuers are focused on trying to find the four missing miners. >> right now we're in the full rescue. rescue is basically that we have four unaccounted for. we want to make sure we are able to locate and hopefully b
